PURPOSE OF THIS REQUEST FOR PROPOSAL

The purpose of this Request for Proposals (RFP) is to request proposals for Space Operations Services related to the New Mexico Spaceport Authority. More specifically, activities include, but are not limited to, providing labor and materials required for:

• Environmental compliance, services, and analyses
• Prepare an Environmental Assessment (EA) and Finding of No Significant Impact (FONSI)
• Conduct a public scoping meeting
• Conduct specified cultural resource investigations and prepare associated documentation; assist with Section 106 consultation for the project
• Conduct specified biological resource investigations and prepare associated documentation; assist with Section 7 consultation for the project
• Assist with Section 404 permitting

Potential offerors should hand deliver or return by facsimile or by registered or certified mail the Acknowledgement of Receipt of Request for Proposals Form that accompanies this document (See Appendix A) to have their organization placed on the procurement list. This form should be signed by an authorized representative of the organization, dated, and returned by close of business to the procurement manager on the date referred to in Sec. II, A.

The procurement distribution list will be used for the distribution of written responses to questions and any RFP amendments.

Failure to return this form shall constitute a presumption of receipt and rejection of the RFP, and the potential offeror’s organization name shall not appear on the distribution list.
